I will be traveling to SF in late August and need to use public transportation to Elk Grove using a combination of BART, train, bus, whatever. What is the best way to do this and do you know approximate cost? Thank you

My best guess would be to take Amtrak to Sacramento, and then take public transportation to Elk Grove from there, if it exists.
From San Francisco, take BART to Richmond, then transfer to Amtrak. It’s all in the same station.
I’ve done this many times from SF to Sacramento (takes about two and a half hours), but from Sacramento to Elk Grove I wouldn’t know what to do.
You might be best off renting a car, unfortunately. Take a look at the below links for more info.
You may have to take a greyhound bus.
The trick is getting to Elk grove
From San Francisco, you can:
1) Take BART from San Francisco to Richmond (approx $4, check bart.gov for more accurate fare). Richmond is a station for both BART and Amtrak, so from there, take an Eastbound (Sacramento/Roseville/Auburn) Amtrak Capitol train to Sacramento ($19 one-way). Or..
2) Take an Amtrak Thruway bus from San Francisco to Emeryville, and take an Eastbound Amtrak Capitol train from Emeryville to Sacramento ($24 one-way, assuming you’re leaving from Fisherman’s Wharf, check amtrak.com for other SF locations)
This part gets a bit tricky – Depending on the time and day, you can..
A) catch an e-tran commuter bus from Downtown Sacramento to Elk Grove (better chance of catching that during the homebound commute hours), or..
B) you can take the Light Rail Gold Line (Watt I-80 to Folsom) from the Sacramento Valley Amtrak, transfer to the Blue Line (Downtown to Meadowview) at 16th Street down to Meadowview Light Rail Station. Meadowview is the final stop on the Blue Line, aka the South Line. From Meadowview, catch an E-Tran bus #156 that will get you into Elk Grove, making a stop at Cosumnes River Colege during its run.
Basic RT Fare: $2.00
Basic E-Tran fare: $1.50
Note: If you’re doing this on a Saturday, you may need to take the Blue Line to Florin Road and catch an RT #65 Bus to Laguna Town Hall. (E-Tran #156 runs Mon-Fri only) From there, e-tran.org to determine the bus route to where in Elk Grove/Laguna you need to go to.
Again, I cannot stress this enough: Check the websites below to get a general idea ahead of time on what specific routes and exact fare you’ll need, as only you will know where in SF you’re leaving from and where in Elk Grove you need to go. I just hope this points you in the right way, coming from a native Sacramentan of 27+ years and transit veteran since 1993.
